According to D.C. Attorney General Brian Schwalb, the six individuals engaged in a scheme to claim and receive thousands of dollars in overtime pay for hours they didn’t work while they were assigned to D.C. police’s Fifth District administrative office.

The accused officers and individuals and the amount they allegedly received is below:

  • Former Sgt. Frantz Fulcher, $174,915.39
  • Officer Dorrie Smith-Cleere, $87,397.65
  • Officer Thomas Krmenec, $89,478.00
  • Former Senior Police Officer Bernadette Richardson, $43,351.68
  • Former Lt. Peter Sheldon, $18,272.72
  • Johnnie Dyer (civilian), $27,721.59

They are charged with first-degree fraud, first-degree theft, forgery and uttering, which is when someone is accused of knowingly passing, using or presenting a fake or forged document to trick someone into believing it’s real to commit fraud.

The six made their first court appearance on Wednesday, after which they were released on their own personal recognizance and are being monitored by the pretrial services agency.

According to arrest records, these officers would often type in codes onto their pay system, showing they worked more hours than they actually did. The common reasons are described as 鈥淏ackfill,鈥 鈥淗otspot鈥 and 鈥淐DU.鈥 CDU stands for Citizen Disturbance Unit and consists of specially trained personnel tasked with handling protests, demonstrations and civil disturbances.

Arrest records show Krmenec logged approximately 1,103 overtime hours with these codes when he was not even in the city.

From July 14 to July 20, 2024, arrest warrants said Krmenec logged 60 hours of overtime over those six straight days, claiming he was working 鈥淐DU,鈥 but cell phone data showed he was instead traveling around Maryland or near his home in Ellicot City, Maryland.

Furthermore, roll call records did not identify Krmenec during those hours. No body camera records, police reports or GPS activities showed him working at the times.

Krmenec also work as an Administrative Officer in the Fifth District and warrants showed he was able to facilitate the 鈥渟ubmission of these false records.鈥

Arrest warrants for the other officers show similar instances of submitted overtime during hours cell phone data demonstrated they were actually out of the city or they were within the Fifth District office rather than on patrol, which was indicated on overtime records.

鈥淭hese six officers abused their positions of power, exploiting the District and the residents they took an oath to serve and protect. No one is above the law, especially those trusted with enforcing it,鈥 Schwalb said in a news release.

A federal judge ruled President Donald Trump’s administration cannot scrap those plans in favor of its preference to move the bureau’s headquarters across the street to the Ronald Reagan Building in D.C. The ruling is the latest development in a yearslong battle over where to house the main office for the nation鈥檚 premier law enforcement agency.聽

The administration announced its plan in July to immediate backlash from Maryland officials and lawmakers, who said it ignored the site selection process of Congress and the General Services Administration.聽After the GSA selected Greenbelt over Landover and Springfield, Virginia, in November 2023, Congress appropriated $1 billion for the project, according to Maryland Attorney General Anthony Brown.

Brown, who sued the Trump administration in November, also accused the federal government of trying to illegally reprogram and transfer that money toward an entirely different project.

“This victory is about more than a building. It is about ensuring that when Congress makes a decision, the Federal Government cannot simply ignore it because they do not like the outcome,” Brown said. “Congress made a promise. The Trump Administration tried to break it. Now, the jobs, investment, and opportunity Marylanders deserve are within reach.鈥

U.S. District Court Judge Theodore Chuang ruled the plan to move to the Reagan Building, and the redirection of funds to do it, and that Maryland and Prince George’s County suffered “irreparable injury” as a result of the decision to ditch the Greenbelt site.

The ruling blocks the relocation of the FBI headquarters to the Reagan Building and the redirection of any money for that purpose.

“There is a rule of law, and everyone has to abide by that rule of law and it applies to everyone at every stage and in every corner of our country, including the White House,” Prince George’s County Executive Aisha Braveboy told 小萝莉影视.

In a statement, the FBI said it is not the first time the courts have tried to undermine the Trump administration in “its goal to make government more cost-effective for American taxpayers.”

“The court has chosen to impermissibly intervene for political reasons,” the statement said. “This FBI is mission focused and will continue the best course of action to meet the needs of law enforcement.”

Sen. Angela Alsobrooks, who used to be Prince George’s County Executive, told 小萝莉影视 that she and the rest of the Maryland delegation were “gratified that some justice was achieved” by the ruling. She said hurdles remain, including a possible appeal from the Trump administration, before construction of the new headquarters can begin.

However, after a 15-year process to secure the right to build the FBI’s future home, Alsobrooks said if it takes another two years before the agency moves to Maryland, “so be it.”

“It’s going to bring thousands of jobs, it’s going to create opportunity, and most importantly, it will give the FBI the level of security that it needs and deserves,” she told 小萝莉影视. “The site is set back, and it’s a secure setting and environment and is proximate to transportation, so it’s a perfect site for the FBI.”

DeAngelo Lewis, 30, of D.C., was convicted in April after an eight-day trial on charges of armed robbery, bank fraud, theft of mail and using a firearm during a crime of violence.

The robberies occurred from January 2022 through at least October 2022, according to the Maryland U.S. Attorney’s Office. During that time, Lewis and two accomplices robbed seven mail carriers at gunpoint as they delivered mail in D.C., Maryland and Virginia.

According to prosecutors, the group stole U.S. Postal Service property that allowed them to steal personal and business checks that people placed in the mail. The group then altered those checks to steal nearly $1 million through the course of the scheme.

During one of the robberies, a masked individual struck one of the mail carriers in the face even though they had already complied.

Police tracked Lewis and the others down after seeing them on bank surveillance cameras. When officers searched his Marlow Heights, Maryland, home, they found approximately 1,500 checks totaling nearly $3 million that he hadn’t yet deposited, .

The investigation revealed Lewis recruited others to allow him to use their accounts to deposit stolen and altered checks in exchange for a portion of the proceeds, prosecutors said.

Both accomplices 鈥 Marking Long, 24, of D.C. and Enrico Hood-Jackson, 32, of Upper Marlboro 鈥 have already pleaded guilty to conspiracy to commit mail fraud and bank fraud in connection with the scheme and are scheduled for sentencing later this year.

Mason Fercovic-Ortegel was 24 years old.

Authorities said at 7:40 p.m., they got a call about a missing man who was boating in Lake Anna in the area near Seay Point Road. Upon arrival, they searched for Fercovic-Ortegel for about four hours until they recovered his body at almost midnight.

It’s not clear what led to his drowning. The Spotsylvania County Sheriff’s Office’s Criminal Investigations Division is looking into the case, according to Lt. Col. Delbert Myrick.

“During this incredibly difficult time, we are keeping Mason’s loved ones and fellow first responders in our thoughts and prayers. We stand with them and will continue to support them in the days ahead,” Myrick said.

Mason joined Spotsylvania County Fire and Rescue in just 2024, but made a large impact on the department and the community it serves, Interim Fire Chief Jason Irby said.

“Mason was a great firefighter, but more importantly, he was a better person. Our hearts are with Mason’s family, his friends and everyone in our department who had the privilege of knowing and working alongside him,” Irby said.

Rashawn Williams, a 31-year-old nonverbal man with Down syndrome, wandered away Oct. 20, 2023, from the Residence Inn on Plum Orchard Drive in Silver Spring, which was serving as a temporary residence provided by his group home, WeAchieve Inc., the lawsuit states.

Williams was found in a storage area of the Glenmont Metro station in “horrific conditions” six days later, according to the lawsuit filed in Montgomery County Circuit Court. The lawsuit states Williams had been trapped there without food or water, and was covered in urine and feces.

Earlier this month, a Maryland court denied Metro’s motion to dismiss the lawsuit.

Inadequate supervision contributed to disappearance, filing says

On the day of Williams’ disappearance, one WeAchieve employee was supervising Williams and three other company residents who also had mental or developmental disabilities, according to the lawsuit. Williams’ family states that was a violation of state-required supervision ratios.

When the caregiver left Williams unsupervised to retrieve a bathroom key, the lawsuit states Williams walked down the hallway and into an elevator, left the Residence Inn and boarded a bus headed to Fort Totten.

Williams had only the clothes he was wearing; he wasn’t carrying a phone or any other technology to assist in tracking him.

The lawsuit further states the WeAchieve caregiver called police shortly after Williams went missing, but did not call his parents, who could have provided insight into his patterns and thought processes that may have helped find him.

The company notified Williams’ parents of his disappearance over an hour after he was last seen, according to the lawsuit.

Metro employees accused of failing to help Williams

Williams ended up on the last Metro train to Glenmont, where he arrived at 12:37 a.m. Oct. 21. A Metro employee found Williams, who didn’t understand the train was out of service, and ushered him off the train. According to the lawsuit, that employee did not offer any additional assistance “despite Rashawn’s visible disability and obvious confusion.”

After Williams struggled to get through the fare gate, he stood by the kiosk waiting for assistance.

The station manager in the kiosk, according to the lawsuit, was using the landline phone for a personal call that ultimately lasted more than 30 minutes; he ignored Williams, who “threw his hands up in frustration and walked back further into the metro station,” the suit states.

He wasn’t seen again until around 10 p.m. Oct. 26.

In response to a request for comment on the lawsuit, a Metro spokesman told 小萝莉影视, “Metro does not comment on ongoing litigation.”

‘Rashawn endured a harrowing ordeal’

The night Williams was found, a Montgomery County police officer was conducting a search of the Glenmont Metro station. A station manager told the officer that emergency exit doors in the station led into a room and locked from the inside upon closing. The officer and station manager went to search the rooms.

The officer pushed the exit door and found an empty storage room with a second doorway leading to another stairway and an emergency exit ladder with access to the street. When the officer opened the second doorway, he found Williams.

Metro refers to the area where Williams was found as an “area of refuge,” or AOR.

He had been trapped in the locked room for nearly six days, according to the lawsuit, without food or water; he was covered in urine and feces and was severely dehydrated.

“The conditions that Rashawn endured were dire, as he spent the entirety of his unnecessary confinement in complete darkness, isolated and vulnerable,” the lawsuit reads. “The lack of light and basic hygiene led to an infestation of insects in his hair, further exacerbating his suffering and deteriorating condition.”

According to the lawsuit, Williams would have been found the same night he went missing, had Metro’s employees adhered to established protocols. Metro’s closing station managers are supposed to visually inspect their stations and “pay special attention to areas of the station where confused customers or customers with diminished capacity might sleep,” the lawsuit states.

The filing also cites protocols that state the opening station manager is supposed to inspect the AOR for door security and that station managers are supposed to inspect the AOR daily.

Williams’ family states the ordeal has had “a profound effect on Rashawn and has significantly impacted his behavior and daily routines,” including staying awake at night, panic episodes and changes to his eating habits.

His family is seeking a jury trial and monetary damages from both WeAchieve and Metro.

Marquis Brown, who was 17 at the time of the shooting, was found guilty in May of five counts of attempted second-degree murder and other offenses.

The shooting interrupted homecoming week celebrations on Morgan State鈥檚 campus, leaving four university students and another person wounded and prompting an hourslong lockdown of the historically Black college in Baltimore, Maryland.

Police said at the time of the shooting that at least two people, Brown and then-18-year-old Jovan “Chewy” Williams, opened fire after a dispute between two groups, and that the five victims were likely not intended targets.

鈥淭he defendant鈥檚 decision to open fire into a crowded homecoming celebration showed a staggering disregard 鈥 for the lives and futures of everyone around him. No student or their family should ever have to fear for their life while gathering to celebrate their university and community,” Baltimore City State’s Attorney Ivan Bates said in a statement regarding Brown’s sentence.

Several homecoming events, including the Oct. 7 football game, were canceled in the wake of the shooting.

The item, described as an “electronic sex portable pump device” in a D.C. police report, was cleared around 9 a.m. Wednesday.

Police responded to the firehouse just after 7 a.m. for the report of a suspicious electronic device. A member of the firehouse told police someone left the device, which had “wires exposed,” according to the report, near the firehouse.

D.C. police’s Explosive Ordinance Disposal Unit, along with its K-9 Unit, responded to the scene and cleared the blue and black colored sex pump device. No injuries were reported.

The investigation caused some traffic disruptions on Wisconsin Avenue during Wednesday’s morning rush hour.

Denis Humberto Roman Navarette, now 33, is scheduled for sentencing Dec. 11 and faces up to 18 years in prison for the Nov. 18, 2024 attack, per the terms of his plea agreement.

鈥淢y office reached this outcome because the defendant poses a clear risk to public safety and cannot remain in the community,鈥 Fairfax County Commonwealth’s Attorney Steve Descano said. 鈥淗e harmed the victim immeasurably, and, by raping a stranger in a public park, he harmed everyone in our community who uses public spaces.鈥

Herndon police responded to the W&OD Trail that Monday night for the report of a sexual assault. Officers met with the victim, a woman, who told police she was walking home from Jimmy’s Old Town Tavern when she was approached by Roman Navarette, who pulled down her leggings and underwear and forcibly raped her.

鈥淭his is the only stranger rape that we have had in the town in my more than 12 years as chief of police,鈥 then-Chief Maggie DeBoard said the day after Roman Navarette’s arrest.

Police identified Roman Navarette on the trail shortly after and he confessed to the rape, according to a news release from Descano’s office.

His conviction was delayed because Roman Navarette was previously found incompetent to stand trial. He’s spend much of the last year “undergoing competency restoration proceedings,” Descano’s office said.

The National Weather Service issued a severe thunderstorm watch until 9 p.m. for the entire immediate D.C. metro area, but canceled the watch early, before 7 p.m.

Scattered thunderstorms began to develop Friday after 3 p.m., according to 7小萝莉影视 First Alert Meteorologist Jordan Evans. The first storms appeared west of the D.C. area and began moving east. The National Weather Service issued a severe thunderstorm warning at 3:30 p.m. for Frederick County in Maryland and Loudoun County in Virginia, which expired at 4:15 p.m. That system packed wind gusts up to 60 mph.

“There is a slight risk for damaging wind gusts up to 65 mph with any of the storms that develop. Storms should move out of the region after sunset,” Evans said.

Potentially severe weather began to move closer to D.C. just before 6 p.m., with the National Weather Service issuing a severe thunderstorm warning for parts of Montgomery County in Maryland and Loudoun and Fairfax counties in Virginia. Heavy rain doused central Montgomery County, prompting the weather service to issue a flash flood warning for the area until 9:30 p.m.

The weather service also canceled that flash flood warning early, around 7:15 p.m., when the threat for severe weather was over for the D.C. area.

Just like Thursday, afternoon temperatures surged past the 90s, with heat index values climbing above 100, providing more fuel to the evening storms.

It could be a repeat on Saturday, with similar high temperatures and heat index values and another possibility of afternoon and evening storms with damaging wind gusts, according to Evans.

Sunday likely provides a break from stormy weather, Evans said, but temperatures are again expected to reach the low 90s, with heat index values near 100.

13-year-old boy was driving stolen car in Germantown crash that killed Virginia father of 5 /montgomery-county/2026/08/13-year-old-boy-was-driving-stolen-car-in-germantown-crash-that-killed-virginia-man/ Thu, 06 Aug 2026 16:18:02 +0000 /?p=29491437 A 13-year-old boy was driving the stolen vehicle that struck another vehicle in Germantown, Maryland, early Tuesday morning, killing a man and injuring the teen driver and six passengers in the vehicle he was driving, who are all 12-15 years old, according to police.

Montgomery County police on Wednesday who was killed as William Vance Payne II, 58, of Virginia. He was driving a 2007 Toyota Matrix along Clopper Road when a stolen 2015 Kia Optima, driven by the 13-year-old boy on Great Seneca Highway, entered the intersection of the two roads and struck the Toyota, police said.

The crash happened at around 5:25 a.m. Tuesday. Officers arrived to find both vehicles severely damaged. Payne was pronounced dead at the scene.

He was a father of five 鈥 a young son, two young daughters and two adult daughters 鈥 according to a GoFundMe page set up by family and friends.

The teen driver was taken to the hospital in a condition police described as critical but stable. The six passengers in the Kia were all also taken to hospitals. Inside the Kia were four girls, ages 14, 14, 13 and 12, and two boys, ages 15 and 12, along with the driver.

The Kia was reported stolen from a home in Germantown several hours after the collision, police said.

The investigation into the crash may take several weeks to months to complete, police said. The Montgomery County State’s Attorney’s Office will decide which criminal charges, if any, are filed once it receives the evidence.

Former Va. State Sen. Janet Howell, who represented constituents in Fairfax and Arlington counties for more than 30 years, has died at age 82.

Howell was the state senator representing District 32 from 1992 to 2024 and was chair of the state’s Senate Finance and Appropriations Committee.

Gov. Abigail Spanberger was one of several politicians in the commonwealth who took to social medial Sunday to share their memories of Howell, saying she was a warrior for education and a trailblazer for women in the state.

“She set a powerful example for so many of the women who have followed her in Virginia politics. My thoughts are with her loved ones at this difficult time,” Spanberger .

Virginia’s lieutenant governor, Ghazala Hashmi, that Howell was a mentor to many women, including herself, and was the first woman in Virginia’s history to serve as chair of the senate’s finance committee.

U.S. senators and also shared their condolences on social media.

Before her work in Virginia’s Senate, Howell served as a public schoolteacher and a legislative assistant, according to .

Among the advisories lifted Friday is the contact advisory for the shoreline and river sediment between Lock 11 and the shoreline surrounding Minnie’s Island, and residents may resume recreational use of the area, Montgomery County Health Officer Dr. Kisha Davis said in a statement.

According to Davis, in these areas has shown bacterial concentrations have returned to acceptable levels.

As always, officials still recommend against ingesting any water from the Potomac River.

Significant rainfall can also cause bacteria levels to surge in the river for the next 48 to 72 hours, and the public should exercise additional caution regarding the river after heavy rain, the statement said.

1 killed, 1 hospitalized after crash in Four Corners, Maryland /montgomery-county/2026/07/1-killed-1-seriously-injured-in-crash-in-four-corners-md/ Fri, 31 Jul 2026 17:04:18 +0000 /?p=29477784 One man was killed and another hospitalized Thursday night after a car crash in Four Corners, Maryland, police said.

Officers responded to the crash at the intersection of University Boulevard West and Colesville Road, right next to Montgomery Blair High School, just before 10 p.m., Montgomery County police said.

A Chevy Silverado was traveling west on University Boulevard when it struck a guardrail, the curb, two trees and a utility police, all of which were on the left side of the road, according to police. The Chevy overturned, police said, and then struck the rear of two vehicles stopped at a red light at the intersection of University Boulevard and Colesville Road.

Two men inside the Silverado became trapped. The driver died at the scene and the other man was taken to the hospital with non-life-threatening injuries, police said.

Everyone else involved in the crash was not injured and declined transport to the hospital, according to Montgomery County Fire and Rescue Service spokesman David Pazos.
